This evaluation will provide an independent assessment of the implementation and impact of the engagement model and the quality of engagement undertaken by the CCG.
- Aims and Objectives of the Evaluation
The aims of the evaluation are to independently evaluate:
| i. | The effectiveness of each component of the engagement model: |
| • | Community Partners’ Programme |
| • | People’s Council |
| • | Patient Leader Programme |
| ii. | The effectiveness of the model as a whole, and the interplay between the three main elements of the programme |
| iii. | The impact the model has had on the quality (breadth, reach, defining and agreeing outcomes; influence on decision making; listening and acting) of the engagement by the CCG |
| iv. | The impact on the decision making and commissioning activities of the CCG |
| v. | To determine whether the engagement model is meeting its aims and objectives |
| vi. | To determine patient leader, people’s council members, voluntary and community organisations and CCG staff experience of the programme |
| vii. | The process of programme delivery, through feedback from participants |
| viii. | Can value for money be demonstrated in how programme funds are used? |
| ix. | To make any recommendations around existing and future ways of working with patient leaders, people’s council and the voluntary and community sector |
It is expected that the evaluation will:
| • | Measure the impact of all the components of the engagement model and whether they work effectively |
| • | Evidence the impact that the engagement model has had on the CCG’s engagement activities (breadth, reach, defining and agreeing outcomes; influence on decision making; listening and acting) |
| • | Evidence the impact that the engagement model has had on the CCG’s commissioning activities (breadth, reach, defining and agreeing outcomes; influence on decision making; listening and acting) |
| • | Evidence the impact of patient leader training programme and how this improves patient leaders’ ability to work in partnership with the CCG |
| • | Evidence the impact of the People’s Council in influencing and informing engagement activities of the CCG |
| • | Evidence the impact on community and voluntary sector organisations when undertaking engagement on behalf of the CCG |
| • | Evidence a return on investment (both financially and socially) when commissioning community and voluntary sector organisations to undertake engagement on behalf of the CCG |
| • | Determine satisfaction levels of patient leaders |
| • | Determine satisfaction levels of People’s Council membership |
| • | Determine satisfaction levels of CCG staff |
