To provide Senior Quantity Surveyor and Assistant Quantity Surveyor to support the Operational Commercial Delivery team with

Pre Contract Activities

The preparation and review of target prices in line with contract from project inception to target agreement.

Issuing enquiry documentation, quotation assessment, task order award and instructions to supply chain where required.

Review, Check and Challenge work order quotations submitted by the Supply chain to ensure the contract conditions are adhered.

Post Contract Administration and Management

Supply Chain Payment assessment on a monthly basis including;

Ensuring that all payments are made on time under their respective contracts.

Ensuring payment accurately reflect the works undertaken and provision of all documentation required by the delivery contracts

Ongoing sample cost audit, to determine that all costs are allowable.

Ensuring Scheme Cost and value reconciliation is performed to ensure correct cost capture has occurred.

Site level change management including producing, issuing and responding to contractual correspondence such as Early Warnings and Compensation Events, to the relevant delegated authority as necessary; Reviewing Compensation Event Quotations to ensure:

  • The assumed scope of any change takes full account of all additions, substitutions and omissions,
  • All resources are of appropriate grade, the rates applied are correct and the allocation reasonable,
  • Any sub-contract or sub-consultancy allowances are reasonable and offer National Highways best value,
  • Any assumed outputs or allowances are reasonable by reference to tender allowances, current performance levels, or industry norms, as appropriate,
  • Identified risks are relevant to the change and any associated allowances can be substantiated and
  • Evaluations are carried out in accordance with the relevant contract's compensation event clauses.

Advising on contractual matters/ implications, status of any known or anticipated disputes and what actions are being taken to mitigate/resolve.

Reporting

  • Preparing scheme forecasts, monitoring actual cost against targets and
  • Attendance and involvement in build ability meetings and reviewing designs at various stages of completeness for commercial and contractual compliance and:
  • Working collaboratively side by side with other departments and offering assistance as required
  • If required, the Consultant arranges for the transfer the Client of all information relating to the Service provided by the Senior Quantity Surveyors on a project to the any replacement consultant subsequently appointed as the Client's advisor to provide similar services or to Clients Staff.
