The NHS Commissioning Board, known as NHS England (the Contracting Authority) is seeking to identify a suitable provider of Primary Care GP Services to undertake a GP caretaking contract in London for The Boundary House Medical Centre.

The successful Bidder will be required to provide general medical services at the address of the Practice referred to above, using the current clinical staff and non-clinical staff, where employed, to ensure some continuity of service provision for patients, and will also be required to ensure that the Practice is managed and run to meet the needs of the registered patients, ensuring that high quality general medical services are provided in a consistent and accessible way. This will include providing clinical and managerial leadership to the practice team and ensuring robust governance processes are in place. It should be noted that the care taker will also be required to support NHS England to carry out a risk assessment of patient safety in relation to clinical correspondence received in the practice.

This Tender process is being managed by North East London Commissioning Support Unit (NEL CSU) on behalf of NHS England (the “Contracting Authority”) in connection with a competitive procurement exercise that is being conducted in accordance with a process based on the Open Procedure under the Public Contract Regulations 2015 (“the Regulations” (as amended)). The services to which This Procurement relates fall within the “Light Touch Regime” (LTR) governing procurement of Health, Social, Education and Other service contracts. Neither the reference to “Open Procedure”, “ITT”, “PQQ”, the use of the term “Tender process” nor any other indication shall be taken to mean that the Contracting Authority intends to hold itself bound to any of the Regulations, save those applicable to LTR provisions.

The Contract will be for a period of four months – the initial contract period will be from 07/11/16 to 23/03/17. The initial period is followed by an optional extension of 6 months (to 30th September 2017) until a final commissioning decision is implemented. Should a further extension be required (to allow implementation of the final commissioning decision) the Contracting Authority reserves the right to extend for a longer period as is reasonable up to a maximum of an additional 6 months extension.

Prospective bidders are requested to note that, due to operational necessity, the mobilisation and start date for this contract is 07th November 2016. Therefore, bidders should not submit a response if incapable of meeting this directive.
