Research into Long-Term Liabilities in the Onshore Oil and Gas Industry

The overall aim of this research project is to inform the system governing long term liabilities in the onshore oil and gas industry. It is expected that any long-term risks in respect of abandoned onshore oil and gas wells are likely to be environmental risks relating specifically to operations. The project has two primary goals:

• To research into the scope of existing insurance products in the oil and gas and other industries, and to inform the development of the necessary elements / framework to ensure that operators have access to the best instruments for funding and managing their long-term liabilities.

• To research and inform DECC’s support for work by industry to develop an effective industry scheme for liabilities (including where a licensee is insolvent). And, building on examples from other industries or jurisdictions, indicate how Government could interact with any such scheme.

Answers to questions that are of material significance will be published along with answers for all bidders to be treated equally by 10 April. The tender deadline is 12:00, 24 April 2015. Any late submissions will not be considered. DECC reserves the right to halt the procurement process and to not award a contract. DECC will not be held liable for recovery of costs from unsuccessful bids if a contract is not awarded. All costs will be borne by the bidding organisations. If a contract is created it will be upon DECC terms and conditions, which are attached in this opportunity. Completed tender submission must be returned by post to DECC, address given at the top of this advertisement, by 12:00 24 April 2015. We require 2 hard copies (one of which must be signed). Electronic versions will also be required but downloaded on to a CD and forwarded with the hard copy bid. Interviews, if deemed necessary, will be held week commencing 27 April (suppliers will be notified of this in the week commencing 20 April). If successful and upon contract signature, the supplier is expected to attend a kick-off meeting taking place week commencing 11 May. Project completion is expected by mid-July.
