The Regional Traffic Models (RTMs) developed by Highways England during 2015-17 marked a major advance in Highways England's capabilities and have provided significant benefits to the company, serving two Roads Periods and changing the nature of the industry. The landscape for roads and transport modelling is changing and there is a need for Highways England not only to keep up with those changes, but also to influence them.

The underlying ambition of this work is for Highways England to have a set of documentation that is a world-leading definition of the current and future state of play of traffic modelling, which can be used by ourselves and many other bodies, in this country and world-wide, as the basis for growth and development in the industry.
