Requirement Description 10 Week Program to deliver:
By securing external assistance under the consultancy framework, HQ HC seeks the following outcomes:
- Identify and make recommendations on how HQ HC could adjust its ways of working and internal processes to deliver early benefits at pace for increasing its Op MOBILISE outputs. Furthermore, how HQ HC might use its existing work force differently to achieve the same.
- Refine and develop top-to-bottom agreement of a Vision for how the HLB delivers end-to-end attraction, recruitment, development, and retention of the Army's military work force (noting Civil Service and contractors are covered by a central process outwith HC's remit).
- Identify the levers required to realise the vision and define opportunities to empower HC, addressing the challenges and frictions resulting from multiple hierarchies that exist due to the new AOM. This will involve analysing the current HQ HC operating model with the Army HQ directorates across all staff functional areas and outputs and making recommendations for changing / optimising that current model. The supplier will also do the same with how the 3* HQ HC interacts and directs with its subordinate organisations. Specific focus would include the interactions between the Personnel Directorate in Army HQ, HQ HC, APC, APSG and ARITC.
- Engage stakeholders in the Personnel Directorate in Army HQ, HQ HC, APC, APSG and ARITC and facilitate rapid, evidence-based decisions to enable changes to be made.
- Implement decisions, building top to bottom understanding and support, identifying the impact of changes, and designing structures and processes to accelerate the effectiveness of changes across HQ HC for increasing its delivery of Op MOBILISE outputs - specifically but not limited to end-to-end attraction, recruitment, development, and retention of the Army's military work force that increases the volume and velocity of soldiers into the Field Army.
