description

Due to continued customer dissatisfaction with VSLs, as indicated by customer insight and complaints, a comprehensive review of VSLs was commissioned by Highways England in August 2018.

Based on the findings and ongoing work already underway across the business to improve VSLs, a prioritised programme of current and proposed improvements was outlined. These were prioritised by customer impact (the frequency of which the VSLs are set and associated customer dissatisfaction) and deliverability (timescales and cost). The review, its findings and proposed programme of improvements is supported by the CEO and forms part of the corporate Customer Service Plans for 2018-19 and 2019-20.

This project will address a key recommended improvement. The outcomes of this work will be used to improve our knowledge, work instructions and operational procedures in order to improve the appropriateness of variable speed limits so that customers experience:

Improved journey time (measured by time saved in hours per day).
Increased satisfaction with VSLs.
Improved driver behaviour and potentially safety, as compliance to VSLs improves.
