The consultant(s) would need to produce an options appraisal and ultimately a feasibility study report to provide an objective and professional assessment of appropriate options for the building's long term future uses. The consultant's report should clearly and precisely indicate the likely success or failure of various options in both conservation and financial terms. It should enable the Board to demonstrate to other interested stakeholders and grant giving bodies. As such, the appraisal should:

| c. | Define the viability including an assessment of its likely property market appeal |
| d. | Determine a preferred scheme and the benefits of such an approach |
| e. | Identify potential funding sources |
| f. | Integrate the valuations and rental income into each option |
| g. | Provide a financial analysis and viability of each option |
| h. | Determine a long term management and financial plan |
| i. | Identify a preferred implementation strategy with appropriate timetable |
