Data and analysis on planning applications and house building of homes

DCLG is considering options for the monitoring of Starter Homes. This would likely require data and analysis on planning applications and the building of homes under the Starter Homes initiative. Whilst DCLG is not currently committed to monitoring Starter Homes, it is exploring which options are feasible and how much they would cost. It is therefore keen to hear from organisations that might be able to provide data for at least one of the indicators listed below, along with an indication of the extent the method of data collection would be able to meet the technical criteria and how much it would cost

Background

In December 2014 the Prime Minister launched a new scheme that will offer 100,000 new homes at a 20% discount for first time buyers under the age of 40. These homes will be known as Starter Homes. The discount will be achieved by reducing planning contributions paid by house builders and by using land which currently does not have planning permission.

Technical criteria:

-Good geographical coverage. -Accuracy and reliability:

-uniquely identify Starter Homes. Different from a starter home – not capitalised – the data must only count the number of Starter Homes started and completed, submitted in planning applications and granted planning permission under the Starter Homes initiative.

-regularly updated: monthly or quarterly

-dealing with changes in planning conditions (s73 for example).

-Comparable to existing data on homes permitted or built.

-site level data available, including mixed sites. The data would need to identify the location of Starter Homes.

-please also explain any potential other data you would need to access to be able to monitor the number of Starter Homes built (for example, planning permission data to identify location of house building site).
