DECC is looking for a contractor or contractors to undertake an evaluation of the Warm Home Discount Scheme.
The work is likely to comprise of:
- Review literature and policy documentation as part of evaluation framing.
- Developing an understanding and articulation of policy aims of individual (and related) policies.
| • | Developing an understanding and articulation of WHD operations and delivery. |
| • | Propose and execute a methodology to understand the impact of Warm Home Discount rebates both in terms of the extent of fuel poverty and moving households out of Fuel Poverty, and establishing impact on thermal comfort using different data sources. |
- Conduct new primary research and analysis through interviews with WHD recipients and non-recipients within each of the scheme’s two key elements.
- Conduct research and analysis through interviews with WHD administrators including energy suppliers and DECC, DWP, Capita and others.
- Determine the effectiveness of the process through which the scheme is delivered.
