GB-Colchester: Heat Mapping & Master Plan

Colchester Borough Council has recently been awarded funding from the Department of Energy and Climate Changes’ Heat Networks Delivery Unit to investigate the potential to develop an extensive district heating network in Northern Colchester and also from the EU-funded INTERREG IV A “2 Mers Seas Zeeën” Crossborder Co-operation Programme to undertake a heat mapping project in the Hythe area of East Colchester. Colchester has a requirement for two separately delivered studies to gain an understanding of the potential opportunities for providing a District Heating System in the Northa and East of the town. The areas to be looked at are very different in terms of both existing and planned developments. Full funding for both heat mapping and masterplanning has been allocated for the Northern Gateway aspect of this project, but currently funding for heat mapping only has been allocated for East Colchester. However we are confident funding for the full East Colchester Masterplanning will be agreed and received within the first quarter of 2015 and therefore full details of this aspect of the work has been included in this brief.This Brief has therefore been split into two smaller projects ‘Northern Gateway’ and the ‘Hythe’, with each of these projects requiring two phases of delivery - ‘Heat Mapping’ and ‘Masterplanning’.

Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement, and the contract will be awarded on the basis of the most economically advantageous tender.Expressions of Interest from suitably qualified companies must be received by 17:00hrs on Friday 30th January 2015.
