Continuing Healthcare Care Packages Review

NHS Brent, Harrow & Hillingdon CCGs are INVITING PROPOSALS with QUOTATIONS for the provision of time limited, expert resource to review a portfolio of Continuing Healthcare Care Packages.

The review will identify opportunities to improve the appropriateness of the care packages with particular regard to the prices being paid. The service will then act on behalf of the CCGs to re-negotiate the care packages to deliver an assurance of best value for money.

The review & renegotiation will involve 60 care packages with a combined annual value circa £5.8m.

Interested providers will have a specialist understanding of the care homes market, cost structures, CHC funding, NHS contracting and be experienced in successfully negotiating prices for care packages using robust methodologies.

Interested providers must be able to mobilise quickly, ideally from Nov 2016 and deliver the re-negotiated prices within an 18 week duration.

Successful delivery may lead to an extended support to review a further 30 care packages over a further couple of months.

The CCGs are offering a combined fixed and outcomes based payment approach within a fixed budget, plus an opportunity of a gain share approach where additional financial savings can be negotiated.

This procurement is being run as a bespoke, accelerated process for a service, involving a single stage of submitting a proposal in the form of a completed Bidder Response Questionnaire. The CCGs do not hold themselves bound to the Public Contracts Regulations 2015, save those applicable for below threshold contracts.
