Notice summary: We require better evidence of the costs to insulate dwellings in the United Kingdom with non-standard wall and roof construction types. We require gather evidence gathering from experts in this field and therefore require quotes to be provided against schedules of work. The quotes will provide the cost of labour and materials to insulate a variety of dwelling archetypes with varying non-standard issues.
Description: The successful contractor will appoint a construction company to prepare a schedule of works for up to 26 dwellings. These schedules of works will be distributed around the UK to valuation professionals to provide quotes for the schedules of work. The quotes will provide the breakdown of costs for time, labour, risk and bulk discount as well as detailed justification for the proposed methodology within the quote itself.
The successful contractor for this project will analyse this data and draw conclusions for the likely costs to insulate dwellings of differing archetypes with different non-standard characteristics. Importantly, the quality assurance of the quotes provided and the analysis undertaken will be an important component of this research project.

Any late submissions will not be considered. DECC reserves the right to halt the procurement process and to not award a contract. DECC will not be held liable for recovery of costs from unsuccessful bids if a contract is not awarded. All costs will be borne by the bidding organisations.
If a contract is created it will be upon DECC Standard Terms and Conditions, which are available on Contracts Finder with this notice.
Electronic versions of your bids are to be sent before the deadline of 12 noon 19/10/2016 to sidteateam@beis.gov.uk. After reviewing and evaluating the written proposals, DECC may decide to conduct bid clarifications with suppliers. If successful and upon contract signature, the supplier is expected to attend a kick-off meeting taking place on 07/11/16. Project completion is required by 13/03/2017.
