Provision of Specialist Financial Advisory Support of the Procurement of a Strategic Estate Partnership

Oxleas NHS Foundation Trust provide a wide range of health and social care services in South East London, specialising in community health, mental health and learning disability services.

This procurement exercise seeks appoint a financial adviser to support with the competitive dialogue process for provision of its SEP.

The Trust anticipates that the following tasks are required to be undertaken and appointed supplier will be expected to provide details of what they consider to be the necessary steps to proceed as well as identify gaps in the proposed way forward / specification; -Advice on Procurement Strategy / mobilisation meeting -ITPD Questions, Evaluation Criteria and Scoring- Vol 4 Finance section. -Review into Memorandum of Information - Vol 1,2,3 Opening Dialogue Meeting - Plenary session (1) -Bespoke Legal Dialogue Meeting (2) - FOR INFORMATION ONLY

-Bespoke Commercial Dialogue Meeting (3) - with bidders

-Dealing with and raising Bidder Clarifications

-Evaluation of Bidders Responses

-Moderation of "evaluation scoring and rationale" of Bidder Responses

-Moderation Day (Project Team meeting - All Sections)

-Input into Bidders Feedback Letters

-Bidders Feedback Sessions

-Preparation of ITCD

-Dialogue Sessions 1 - ITPD Feedback and ITCD session

-Bespoke Financial Meeting - with bidders

-Assess readiness to close dialogue

-Input to preparation of ISFT document

-Dealing with and raising Bidder clarifications

-Evaluation of Bidder Response and clarifications

-Moderation of "evaluation scoring and rationale" of Bidder Responses

-Moderation Day (Project Team meeting - All Sections)

-Input into bidder feedback letters

-Review and Agree Selected Bidder Final Schedule

-Review and Agree Trust and Partners MSA

-Review and Agree Partnership Plan
