Ipswich and East Suffolk Clinical Commissioning Group and West Suffolk Clinical Commissioning Group are seeking to re-commission a contract for the Marginalised and Vulnerable Adults Service (MVA); the redesigned service is due to start in October 2017.
The MVA Service currently provides specialist health advice and support to a range of groups including homeless, refugees, migrant workers, ex-prisoners, Gypsies and Travellers, and Roma Communities providing a key link with Primary Care practices within the CCG areas (excluding Waveney). In addition, the Service works with a range of statutory and third sector organisations to address health inequalities faced by marginalised and vulnerable population groups, some with significant health needs; this includes local authorities, acute hospitals, mental health, third Sector, community organisations and other local health and social care providers.
The MVA Service will be for a period of five years with the potential for an extension of a further two year period; with a maximum budget of £782,552 per annum.
The CCG will be looking to establish a single contract; but is looking to understand the options around delivery offered by providers.
The Services to which this contract notice relate, fall within schedule 3 of the Public Contract Regulations 2015 (the "Regulations"), referred to as the 'light touch regime'. Neither the inclusion of a Selection Questions nor the use of the term Invitation to Tender or Open Procedure nor any other indication shall be taken to mean that the CCG intends to hold itself bound by any of the Regulations save those applicable to schedule 3 Services.
The CCGs are utilising an electronic tendering system to manage this procurement and all communication regarding tenders.
