City and Hackney CCG are implementing a transformational programme in the provision of lymphoedema care and other associated services locally. The focus of this transformational programme is to deliver specialist care in the community with an emphasis on prevention, early intervention, joint working and care planning. A primary aim for City and Hackney CCG is to provide treatment for lymphoedema closer to the homes of patients. In order to achieve this, the provider is required to work closely with commissioners, health services, social care services and other local care services. The provision of the Lymphoedema Service, the Dressing Optimisation Scheme, and the Hosiery Management Scheme are a key part of this local transformation. City and Hackney CCG is considering awarding the contract for these services to Accelerate CIC from April 2017 under regulation 32(2)(b)(ii) of the Public Contracts Regulations 2015. The award of contract will coincide with the expiry of the current contract with Accelerate CIC for the Lymphoedema Service and Dressing Optimisation Scheme.Organisations or individuals that would like to engage with the CCG to help inform their decision should respond to the email address listed in Annex 3 addressing all of the points listed there. The rationale for the CCG's consideration of awarding the contract to Accelerate CIC is provided in Annex 1. Summaries of the Lymphoedema Service, Dressing Optimisation Scheme and Hosiery Management Scheme are provided in Annex 2. The requirements for expressing interest and the implications of submitting an expression of interest are provided in Annex 3.
