The Department for Education (DfE) has published this Invitation to Tender (ITT) for the Educational and Children's Social Care (ECSC) Framework.

This notice is to announce the launch of the Educational and Children's Social Care Professionals (ECSC) Framework Style Agreement. This framework will serve as a core procurement route for individual specialists, advisers and subject matter experts for the Department for Education.

The new framework is intended to provide a more rapid and flexible route to market, as well as a less burdensome process for suppliers.

The new ECSC framework is split into a series of Lots reflecting the specialisms and skillsets the Department is seeking to procure in. To apply for any lot, all suppliers must first complete the overarching framework mandatory requirements contained in ITT_2994.

At this launch point, the initial tranche of six lots are as follows:

1.Lot 1- Children's Social Care Advisers- ITT_2998
2.Lot 2- Skills Education Advisers- ITT_3003
3.Lot 3- Children's Social Care Commissioners- ITT_3000
4.Lot 4- SEND Advisers- ITT_3001
5.Lot 5- SEND Commissioners- ITT_3002
6.Lot 6- Register of External Experts (RoEE) for Schools and MATs- ITT_3005

The framework contains provision for the addition of new lots throughout its lifespan in accordance with Departmental requirements.

To register to join the framework, suppliers complete both the mandatory requirements in the overarching ITT_2994 and the Lot-specific requirements of the lot or lots they apply for in the relevant Lot-specific Invitations to Tender. Registration is via the Department's Jaggaer e-procurement system. Instructions on registering on Jaggaer can be found attached to this notice.

The initial term of the framework will be 4 years. There will be an option to extend it for 2 additional periods of up to 12 months each.
