The National College for Teaching and Leadership (NCTL), an executive agency of the DfE, is seeking 1 national provider (or consortium) to deliver a new “High Potential Senior Leaders” programme, providing an accelerated development route for senior leaders into headteacher posts in schools and areas (within two to three years of starting the programme) where they can make the most difference.

A minimum of 400 participants is required across four cohorts, starting in September 2017, September 2018, September 2019 and September 2020. The contract will be awarded in January 2017 for immediate commencement to guarantee delivery of the first cohort in September 2017.

Delivery requirements include: selection and assessment of suitable candidates; design and delivery of a programme, up to two years in length, informed by international evidence and the needs of an academised system; and quality assurance and tracking processes to maximise the impact of the programme in challenging schools.

The anticipated total maximum contract value for four cohorts is £8.3million (inclusive of all expenses and exclusive of VAT). VAT (where applicable) will be at the prevailing rate.

Additional information: This procurement relates to educational training services which fall within Schedule 3 of the Public Contracts Regulations 2015 and, as such, it will be conducted under the Light Touch Regime (LTR) as provided for in regulations 74 to 76 of the 2015 Regulations. The procurement will use an adapted version of the open procedure which, subject to the quality of compliant bids received, may involve NCTL entering into a dialogue with one or more suppliers. A supplier WebEx Event will take place on 20 October 2016 for interested organisations to gain a better understanding of the New HPSL programme.
