NHS Arden and Greater East Midlands CSU (AGCSU) on behalf of NHS England Midlands & East (Central Midlands) and Lincolnshire West CCG is inviting suitably qualified and experienced providers to deliver the Service(s).

The current APMS (Alternative Provider Medical Services) contract includes the obligation to provide all Essential and Additional Services and a wide range of Enhanced Services within the requisite timescale to provide Alternative Provider Medical Services (APMS) for the below GP medical practices:

LOT 1 Arboretum Surgery, 76 Monks Road, Lincoln, LN2 5HU,
LOT 2 Burton Road Surgery, 181 Burton Road, Lincoln, LN1 3LT
LOT 3 Metheringham Surgery, High Street, Metheringham, LN4 3DZ
LOT 4 Pottergate Surgery, Vanessa Drive, Gainsborough, DN21 2UQ

This procurement will be conducted by AGCSU on behalf of Lincolnshire West CCG & NHS England, Midlands & East (Central Midlands) (referred to as the Commissioners).

Any contract arising from this procurement will be between the successful Provider and NHS England (National Health Service Commissioning Board) and Lincolnshire West CCG as delegated commissioners on behalf of NHS England.

The Commissioners are looking for a Provider(s) to deliver:

a)high quality, patient centred and value for money (VfM) Primary GP services delivered in a safe and effective manner
b)Primary Medical Services including Essential, Additional and Enhanced services as set out in Document 3 – Service Specification.

For this service provision Arden & GEM CSU would like to encourage innovative solutions including consortia, strategic alliances and sub-contracts which will deliver value for money and improved services to patients.

Details of the individual practice profiles are attached to this notice and the ‘Attachments’ area on the Bravo portal.

The Contract will be for a minimum period of 2 years with an option to extend for up to a further 12 months. The contract for this service will be the NHS Standard APMS Contract, with an anticipated Service commencement date of March/April 2017.

It is envisaged that TUPE will apply to this contract.

Based on the current contract it is anticipated that the service provision resultant of this procurement will have an annual agreement value as below:

1.LOT 1 - Arboretum Surgery - circa £228,321 per annum (excluding V.A.T)
2.LOT 2-Burton Road Surgery-circa £193,869 per annum (excluding V.A.T)
3.LOT 3-Metheringham Surgery-circa £139,803 perannum (excluding V.A.T)
4.LOT 4 - Pottergate Surgery - circa £306,387 per annum (excluding V.A.T)

The services will be procured as per the Light Touch Regime detailed in Section 7 of the Public Contracts Regulations 2015 (“The Regulations”), using the Open Procedure. It is worth noting here that NHS Arden and GEM CSU will only be bound by those parts of the Regulations that applies to contracts for Social and Other Specific Services.

The Health & Social Care Act 2012; in particular the regulations made under Section 75 will also be taken into consideration.
