The Heat Network Delivery Unit (HNDU), part of Business Energy & Industry Strategy (BEIS), is looking for a contractor(s) to deliver a series of topical workshops, conferences and training courses (collectively known as ‘events’ hereafter) for, but not limited to, local authorities, investors, consultants and BEIS internal staff as required on heat network development and delivery.
These events need to be delivered regionally across locations in England and Wales and cover the full range of heat network topics, which includes both technical and commercial aspects of heat network development. Although we anticipate the need for sector specialists for specific events, we require the contractor(s) to evidence knowledge and experience of the heat network sector. This will enable the contractor(s) to organise relevant events as soon as the contract is awarded; have the ability to deliver generic heat network topic areas; be able to engage sufficiently with the market and tap into their own connections; and ensure messaging is in line with current policy whilst requiring minimal HNDU resource.
The number of events will be demand led and based on HNDU’s requirements; however we anticipate roughly one event per month for the duration of the 24 Month contract. We will discuss events over the contract period, but the contractor(s) must be able to deliver events at short notice if an urgent need to communicate to the sector is required.

Any late submissions will not be considered. BEIS reserves the right to halt the procurement process and to not award a contract. BEIS will not be held liable for recovery of costs from unsuccessful bids if a contract is not awarded. All costs will be borne by the bidding organisations. If a contract is created it will be upon BEIS Standard Terms and Conditions or the Short Form Terms and Conditions, which are available on Contracts Finder with this notice. Completed tender submission must be returned by post to BEIS, address given at the top of this advertisement, by 10:00 10 October 2016. We require 4 hard copies (one of which must be signed). Electronic versions of your bids are to be sent AFTER the deadline to Marc Wormald (hndu@decc.gsi.gov.uk). After reviewing and evaluating the written proposals, DECC may decide to hold bid clarification meetings with suppliers. If successful and upon contract signature, the supplier is expected to attend a kick-off meeting taking place week commencing 24 October 2016. This contract is for 24 months with the possibility of a one year extension. Number of events will be demand led and subject to continuing successful business planning outcomes securing budget.
