TfL is conducting an early market engagement, which may result in a call for competition for framework contracts which will be awarded by the Competitive Procedure with Negotiation (CPN). Under Directive 2014/25/EU (utilities) on the award of Public Sector contracts, as implemented in the UK by the Utilities Contracts Regulations 2016.
