  1. Background and purpose of the evaluationThe CVSC Capacity Building Project is funded by UK Government under the UK Shared Prosperity Fund (UKSPF). CVSC received UKSPF transition funding for the 2025-26 financial year, to build on the success of the 2023-25 Capacity Building Project. The CVSC Capacity Building Project is comprised of three elements: a £400,000 Voluntary Sector Key Fund awarded to Third Sector organisations in Conwy County, a Capacity Building Training Programme for the Third Sector in Conwy including a Third Sector Conference, and a piece of research on current community transport provision in Conwy County.The outcomes and outputs for the project are related to the following UKSPF sub-themes:S01 Healthy: Improve Health and WellbeingS03 Inclusive: Bringing Communities Together, Tackling HomelessnessInitial output targets:• Award 16 grants to organisations working in Conwy County.• Provide non-financial support to 100 organisations.• Support the continuation of 30 volunteering opportunities in Conwy County.• Support the development of 3 feasibility studies.Initial outcome targets:• Support the creation of 45 volunteering opportunities in Conwy County.• Create 2 project opportunities by funding feasibility studies.2. Activities subject to evaluation and the time period of their deliveryThe Voluntary Sector Key Fund, Capacity Building Training Programme, and community transport research will all be subject to evaluation.The time period of delivery is between April 2025 and February 2026.3. The resources we will make availableThe evaluator will have access to:• Training records.• Key fund records, including application forms, assessment reports, and applicant contact information.• Relevant financial information relating to the CVSC Capacity Building Project.CVSC’s Business Manager and Capacity Building Project Manager will be available to discuss the project with the evaluator.4. Content and the skills requiredEssential Skills:• Prior experiencing of evaluating Third Sector projects over £500,000, including those of grant makers.Desirable Skills:• Knowledge of UK Government or European funding.• Ability to conduct the work bilingually (in Welsh and English).Content Required:• Written report, including progress towards the original outcome targets, hidden outcomes, other successes, effectiveness of the governance of the project.• 3 case studies of funded projects, including photographs and/or videos.5.
