Electricity generation from landfill gas and landfill gas management

For the purpose of this requirement, Blaenau Gwent County Borough Council, is acting as procurement lead on behalf of Silent Valley Waste Services Ltd.Silent Valley Waste Services (The Company) is seeking to appoint a contractor who specialises in the generation of electricity from landfill gas and landfill gas management.Silent Valley Landfill Site is located on the outskirts of Ebbw Vale town in the County Borough of Blaenau Gwent, South East Wales. Capping and restoration of the landfill body was completed in September 2015.The site has been successfully generating electricity from landfill gas from 2003 to date and it produced 3,325 megawatt-hours (MWh) of electricity during the last full calendar year ended 31 December 2021, based on a 1,000-kilowatt gas engine that is currently installed.The electricity generation activities is currently being managed by a third party contractor, whose lease of the premises will expire on 11th December 2022, after which date the company will continue generating electricity for commercial exploitation.An independent review carried out on behalf of the company has estimated that the site will continue to produce electricity from landfill gas until December 2040, based on an expected rate of landfill gas decline of 8% per year.Therefore, the company is seeking to appoint a third-party contractor to continue managing the electricity generation activities under its direct supervision and control from 12th December 2022 until 31 December 2040.Suppliers are invited to register their expression of interest in the contract via the Council's E-tendering portal which can located at https://etenderwales.bravosolution.co.uk.Your expression should include details of your company along with a summary of your experience in operating and managing similar landfill gas generation projects.Deadline for expressions of interest is 12:00 noon Wednesday 16th November 2022
