description
The Older Adults’ Day Service currently delivered in Basingstoke is operated directly by Hampshire County Council. Following the Cabinet meeting held on 8 August 2025, a decision was taken to seek an alternative provider to deliver and further develop the service from the end of 2026. This change aims to better meet the evolving needs of the local population while addressing significant financial pressures. Hampshire County Council is seeking an external provider to deliver this service.
The Day-Opportunity and Community Hub Service (DoCH) is a community-based service which operates on the principles of enablement, care and support for vulnerable individuals, offering a building-based service to support the local community. The service aims to be a one-stop shop for older adults and unpaid carers, specialising in supporting people with dementia. The service provides a means through which people can engage with a variety of local services, and partnership working is expected to facilitate this. In addition, people should be able to participate in an assortment of meaningful activities designed to:
- Meet the assessed social care needs of individuals
- Build confidence
- Promote independence
- Support mobility and falls prevention
- Prevent social isolation
- Enable carer respite
The total estimated value of the Contract over an eight-year period is up to £5,475,892.74, allocated as follows:
- Year 1: up to £582,240.18
- Year 2: up to £605,529.79
- Year 3: up to £629,750.98
- Year 4: up to £654,941.02
- Year 5: up to £681,138.66
- Year 6: up to £708,384.20
- Year 7: up to £736,719.57
- Year 8: up to £766,188.30
Hampshire County Council will provide the following financial support to support mobilisation:
The Council will cover any direct redundancy costs incurred in relation to TUPE-transferred staff, where these arise from lawfully undertaken activities during the first year. The maximum available for this is £85,000.00.
The Council may reimburse the Provider for reasonable and evidenced expenditure, up to the maximum value outlined below, to facilitate service transfer and set-up. This will include:
- Costs associated with transport arrangements during the first year
- Rent, IT, service set-up and transfer costs
- Transformation costs incurred in the first year
The maximum financial support available for these purposes is up to £41,500.00.
The advertised contract commencement date of 18th January 2027 should be regarded as approximate. Hampshire County Council is committed to working collaboratively with the successful Provider to determine an appropriate mobilisation timetable and final service commencement date, taking into account the Provider's proposals and mobilisation requirements to ensure a safe and effective transition of services.
