This procurement is for the provision of plumbing maintenance services and associated works for the British High Commission (BHC) Lusaka estate, covering both office and residential properties.

The requirement is based on the Terms of Reference (ToR) and procurement plan, which define the scope, service standards, and performance expectations for a comprehensive plumbing maintenance contract. The objective is to ensure that all plumbing systems and infrastructure are safe, functional, compliant, and effectively maintained across the estate.

Extent of Requirement

The services will be delivered across 18 properties, including the BHC office, the High Commissioner’s Residence, Leopards Green Compound, and standalone houses.

The contract will be established as a multi-supplier framework with up to three (3) contractors, to ensure resilience, flexibility, and continuity of service delivery Scope of Goods, Services and Works

The contractor(s) will provide all necessary labour, supervision, tools, materials, and equipment required to deliver plumbing services, including:

  • Routine and emergency plumbing maintenance
  • Repairs to pipework, drainage, and wastewater systems
  • Maintenance of geysers, pumps, boreholes, and water systems
  • Installation works, system upgrades, and new plumbing infrastructure
  • Planned preventative maintenance (PPM)
  • Fault finding and emergency repair works

Service Delivery Requirements

The services must be delivered on a continuous and demand-led basis, including:

  • 24/7 emergency response capability
  • Response to emergency incidents within approximately 2–3 hours, depending on severity
  • Provision of both reactive maintenance and planned preventative maintenance
  • Ability to support multiple sites simultaneously

Contractors must ensure:

  • Safe and compliant operation of all plumbing systems
  • High-quality workmanship and efficient service delivery
  • Timely response to maintenance issues
  • Long-term sustainability of estate assets

Contract Duration

  • Initial contract duration: 36 months
  • Optional extension: 12 months, subject to satisfactory performance of the appointed service providers.
