Wokingham Borough Council is undertaking Preliminary Market Engagement (PME) to inform a potential future procurement for the delivery of in-reach Housing First support and rough sleeper outreach services within the Borough.
The Council currently commissions a block-funded service delivering these functions, with the existing arrangement due to expire in September 2026. As part of planning for future provision, the Council is reviewing its longer-term service model, contract structure, and delivery approach.
The services under consideration aim to support individuals who are homeless or at risk of homelessness, including those with complex needs. The overarching objectives are to:
- Reduce and prevent rough sleeping
- Support sustained accommodation outcomes
- Improve health, wellbeing, and independence for vulnerable residents
The Council is exploring a potential contract of approximately 2.5 years duration, with an indicative total value of £686,000 across the full term (subject to change).
This Preliminary Market Engagement (PME) exercise is intended to shape the Council’s understanding of the market and inform decisions relating to service design, contract duration, funding risk, and procurement approach.
The engagement is in the form of a questionnaire where suppliers can review a series of engagement questions and respond to them within the questionnaire.
To register interest, please complete a copy of the Market Engagement Questionnaire and return to Wokingham Borough Council via ProContract, by 5pm on Monday 19 June 2026.
All relevant correspondence will be managed through the Council’s e-procurement solution – ProContract.
