Services for the Transfer, Management and Treatment of Green, Food, Bulky and Wood Waste

Buckinghamshire Council intends to procure a contract for the provision of waste management services, including the transfer, haulage, treatment and disposal of green, food, wood and bulky waste arising from kerbside collections, Household Recycling Centres (HRCs) and street scene services across the county.

The Authority is seeking to appoint a supplier or suppliers to deliver a high-quality, resilient and value for money service, aligned with statutory requirements, environmental objectives and the waste hierarchy.

Third-Party Access to Facilities

Third-Party Access to Facilities and Waste Opportunities

The Authority anticipates that certain waste management facilities procured under this contract may be made available to third-party local authorities. Confirmed authorities include Hertfordshire City Council, Central Bedfordshire, Milton Keynes City Council and Oxfordshire County Council. The Authority is also in discussions with North Hants Council and Bedford Borough Council, with potential inclusion subject to confirmation.

Third-Party Waste Opportunities

The Authority may permit the acceptance and management of Third-Party Waste (TPW) within the relevant Lots, subject to applicable permits, planning requirements and operational constraints.

Tenderers may be invited to submit indicative proposals relating to TPW opportunities. Any TPW information provided will be used to inform commercial discussions and negotiations and will not form part of the scored tender evaluation. No guarantee is given regarding future TPW volumes or associated revenues.
