description
The Home Office is seeking to engage with suppliers who are interested in supporting the re-procurement of Body Worn Video Cameras (BWVC) and an associated Digital Evidence Management System (DEMS) to enable continued operational capability for Immigration Enforcement (IE), Border Force (BF) and Border Security Command (BSC) Maritime beyond the expiry of the current contract in March 2028.
The Home Office requires approximately ~ 4000 BWVC’s, along with the necessary ancillary equipment such as clips for attaching each camera to a stab vest, uniform or clothing. Additionally, a DEMS is required, charging/docking facilities across ~ 125 locations throughout the United Kingdom (and potentially some European locations) and support services.
The requirements include (but not limited to):
| • | Equipment – BWV cameras and associated accessories (e.g., mounts, batteries, chargers) based on specification needs |
| • | Digital Evidence Management System (DEMS) – including secure transfer of existing data from previous supplier to new DEMS, secure storage, evidence lifecycle management, metadata tagging, access controls, and robust backup and recovery capabilities |
| • | Installation and Setup – Hardware installation, software setup and network configuration |
| • | Training – User training and administrator training |
| • | Policy development and compliance – Pilot program and Full deployment |
| • | Ongoing support and maintenance – Technical support, maintenance, and replacement services |
We welcome all potential Suppliers (including SMEs) to express an interest in this procurement and all those who might have an interest as a member of the supply chain.
An online industry day will be held on 31st March 2026, You will hear about how the current capability is delivered today and ambitions for the future capability rollout across other areas of the Home Office.
Following the industry day, Suppliers will be invited to complete a Market Survey Questionnaire (MSQ) (subsequent to signing a Non-Disclosure Agreement) with the potential for individual one to one sessions to be scheduled following receipt of supplier responses. Information for registering for the HO Jaggaer portal and subsequent market engagement will be provided within the Industry day presentation.
