20260210 - Preliminary Market Engagement – CSI Cabin

The Situational Awareness Command and Control (SACC) Team, part of the UK Ministry of Defence (“the Authority”), intends to undertake preliminary market engagement ahead of a planned competitive tender. The anticipated procurement will cover the support, maintenance, and assurance of the Control and Reporting Centre (CRC) Systems Interface (CSI) Remote Cabin.

The Authority seeks to understand market capability and capacity to deliver this requirement, refine the procurement strategy, and ensure an effective competition.

This notice is issued in accordance with Section 16(1)(d) of the Procurement Act 2023 to identify suppliers who may be able to meet the forthcoming requirement and to gauge interest in participating in early market engagement activities.

This is not a call for competition, and no contract will be awarded as a result of this notice.

The prospective contract is expected to cover a period of 5 years with 2 one-year options and has an estimated total contract value of approximately between £80,000 - £120,000 (ex VAT) including options. The scope is anticipated to include, but is not limited to, the following:

Support to the Link 16 Cabin, a metal ISO container (8000mm L x 3200mm W x 2800mm H) at RAF Boulmer.

1.Preventive maintenance / serviceability checks for the Link 16 Cabin and equipment including;
Air conditioning units
Smoke Detectors
Fire alarm system
Intruder alarm
Cabin power distribution and safety certification
oCabin Earth, leakage circuit breakers and residual current circuit breakers (mechanical check)
oLighting (Main and Emergency)
oCabin and equipment rack earth bonding
Floor coverings, walls and ceilings
Weather protection covering all external surfaces, anchor points and patch panel ingress / egress points
Main and emergency doors including locking mechanisms
2.Testing/Certification of the Cabin to ensure design integrity, security, and electrical safety
3.Provision of repair and emergency call-out service
4.Provision of ad-hoc in-service support activities to the Cabin’s external connections and interfaces.

The contractor must hold at least UK Security Clearance to gain access and complete work.
