THIS IS A MARKET ENGAGEMENT EXERCISE ONLY
Introduction:
The Buyer is delivering the GOV.UK One Login programme and system; a single, ubiquitous and secure way for users to log in and, where necessary, prove who they are to access central government services. It will replace multiple legacy systems across government, transforming the user experience and reducing duplication, improving counter-fraud protection and realising significant financial benefits.
The core of the system is live. Users can create an account, log in and prove (and then reuse) their identity through either a web-based journey or smartphone app to access a growing number of government services. They can draw on recognised identity evidence like passports or Drivers Licences to prove their identity wholly online, or choose to use our in-person identity checking option (offered in partnership with the Post Office). Over 3 million people have so far proved their identity through GOV.UK One Login.
Purpose:
Government Digital Service (GDS) is conducting this market engagement exercise to gather information from suppliers regarding the potential procurement for the provision of email and phone validation service as well as an Identity Fraud checks service. This is to help us refine our requirements, understand the available solutions and gauge market interest.
The purpose of this RFI is to:
- Understand the range of solutions, services and prices available in the market.
- Refine our requirements and procurement approach based on market feedback.
To express your interest, please email: commissioning-digital@dsit.gov.uk with the subject line clearly stating: prj_6102 RFI - Identity Fraud Check and, Email and Phone Validation by EOP 30 October 2025. We will then send you the market engagement pack to complete.
