Landscaping Scheme, SCR - Preliminary Market Engagement

The Council invite prospective suppliers to get in touch and respond to the attached questions to share their thoughts on the upcoming procurement and any considerations / information which would prove helpful during the tender process.

The Southern Connector Road (SCR) was constructed throughout 2022 and 2023 with the objective to serve The New Eastern Villages (NEV), one of the largest greenfield developments in the country, which will consist of 8,000 homes, new schools, employment spaces and community and leisure facilities.

Whilst the road was substantially complete, the contracted company that built the Southern Connector Road (The Buckingham Group) went into Administration in September 2023 prior to completion of the landscaping scheme and total scheme practical completion - in advance of addressing any defects / remedial works.

As the project team move forward with an identified scope of works across the site, this preliminary market engagement (PME) seeks to understand market interest in the completion of the outstanding landscaping scheme in order to sit the new road into the adjacent countryside landscape and neighbouring Area of Outstanding Natural Beauty.

The Council has developed a near-final landscaping scheme in order to meet planning obligations associated with the wider construction of the Southern Connector Road (SCR). Drawings of the current proposed final landscape design package with the associated planting schedule have been uploaded for information purposes only to inform this preliminary market engagement event.

Please note that this does not inform the future tender package. It is likely that the final tender package may be adjusted from these current plans pending budget availabilities.

This PME exercise is issued on 11 July 2025, and will close on 1 August 2025.
