Caerphilly County Borough Council, Social Services Department (The Council) is tendering an opportunity for the provision of a foster panel chairperson who is a suitably qualified individual (the Service Provider) to act as the Independent Chair of the Council’s Foster Panel in line with the requirements set out in PART 5 of The Regulated Fostering Services (Wales) Regulations 2019.
The membership requirements, terms of reference and functions of fostering panels are set out in: The Regulated Fostering Services (Services Providers and Responsible Individuals) (Wales) Regulations 2019; Regulation and Inspection of Social Care (Wales) Act 2016; The Fostering Panels (Establishment and Functions) (Wales) Regulations 2018; the National Minimum Standards for Fostering Services 2011 and; the Children Act 1989 Guidance and Regulations Volume IV - Fostering Services 2011.
Aims of the Service
The overall aims of this provision are:
| • | To Chair the Council’s Fostering Panel. |
| • | To ensure that the Panel remains in line with regulations, policy and legislation. |
| • | To ensure the Panel members are aware of their roles and to facilitate the involvement of all Panel members. |
| • | To make clear, evidenced recommendations. |
| • | To ensure the Panel is efficient and professional, and to provide clarity where required. |
The Service Provider will act as the independent Chair of the Fostering Panel and be available to chair the panel on a fortnightly basis as set out in advance by the Council Full Details can be found in the tender documents (ITT)
The Evaluation criteria shall follow a three-stage process as outlined below
