The contracting authorities are exploring the potential procurement of a low carbon/renewable electricity supply under the Utilities Contracts (Scotland) Regulations 2016. This supply must be delivered directly to Shieldhall WWTW and Queen Elizabeth University Hospital, via a private wire connection, and meet specific technical and delivery requirements.
In particular, the authority is seeking to understand the extent to which the market can provide:
| - | A low carbon/renewable electricity supply of 37 GWh per annum for use at the authorities sites; |
| - | Delivery of that electricity via private wire infrastructure that does not rely on the public electricity grid; |
| - | Full commissioning and operational readiness of the solution by 1st January 2027 |
| - | Technical feasibility of locating generation infrastructure within the vicinity of the sites to enable a private wire connection that minimises transmission losses and aligns with planning and development timescales. |
This early market engagement exercise is intended to inform the authorities understanding of local market capability and to determine whether a competitive procurement procedure is appropriate. This PIN is not a call for competition but forms part of a preliminary market consultation. This market engagement is being conducted jointly between Scottish Water and NHS Greater Glasgow & Clyde, with NHS National Services Scotland acting in an advisory capacity.
