The Authority owns and manages three cemeteries which will reach full capacity within the next two to four years. These sites are in three of its most populous towns, Whitby, Harrogate and Scarborough. The addresses for these sites are: • Whitby Cemetery, 38 Larpool Lane, Whitby, North Yorkshire, YO22 4LY. • Stonefall Cemetery, Wetherby Road, Harrogate, North Yorkshire, HG3 1DE. • Woodlands Cemetery, Woodlands Drive, Scarborough, North Yorkshire, YO12 1DE. The Authority is committed to continuing to provide cemetery facilities in these towns once the existing sites have reached full capacity for new graves or cremated remains/ashes plots. The Whitby Cemetery is estimated to reach full capacity within the next two years. Stonefall Cemetery has the capacity for new burial plots for approximately three years. Woodlands Cemetery has capacity for new burial plots for approximately four years. Potential new sites for each cemetery to expand into have been identified – see Appendices B, C and D: • Appendix B (Whitby) covers an area of approximately 1.8 hectares (4.4 acres). The land is located within half a mile of the existing site. • Appendix C (Harrogate) covers an area of approximately 8.5 hectares (7.7 acres). The land is located on the opposite side of the road to the existing site. • Appendix D (Scarborough) covers an area of approximately of 2.4 hectares (5.9 acres). The land is adjacent to the existing site. The 3 parcels of land shown in these Appendices are owned by the Authority. Given the areas of land specified in paragraph 3.3 above, the approximate number of graves and cremated remains plots that can be fitted into each of them, considering the average new burial rates for each of the three cemeteries in question, is anticipated to secure future cemetery capacity for the next 50 to 70 years. These figures are based on the average number of new grave and cremated remains plots taken up each year over a 10-year period (2014 to 2023) at the existing cemetery sites as detailed below: • Whitby Cemetery – 23 graves and 6 cremated remains plots • Stonefall Cemetery – 54 graves and 35 cremated remains plots • Woodlands Cemetery – 54 graves and 36 cremated remains plots Work has already been completed to cover Royal Institute of British Architects (RIBA) Stages 0 and 1 for each of the three sites. It should be noted that the Authority is only currently intending to secure 10 years’ worth of cemetery capacity at each of these sites. However, it will reserve the right to further develop the rest of the sites for cemetery use at a future date. The Authority requires the services of a consultant experienced in cemetery design and development to support them in fulfilling RIBA Stage 2 (Concept Design), Stage 3 (Spatial Coordination) and Stage 4 (Technical Design) for each of the three sites. Although you will undertake the role of Principal Designer in accordance with the Construction (Design and Management) Regulations 2015, these projects will be managed by Align Property Services. There will be a need for the chosen consultant to have some involvement, where appropriate, with the contractor for the construction works throughout these projects, i.e., attend meetings and providing technical support to assist the Authority with any queries, solutions, etc.
