Government Commercial Agency (GCA), acting as the Contracting Authority, is establishing a Framework Agreement for the provision of electricity and gas supply, together with associated management and support services.

The framework is intended to support a large and diverse customer base comprising over 1,000 organisations and approximately 90,000 meter points, with an estimated total consumption of 26 TWh. Bidders should note that these volumes are indicative and may vary depending on customer participation levels and the impact of ongoing energy efficiency and demand reduction initiatives.

The requirement is designed to deliver a comprehensive and integrated energy solution. In addition to the supply and administration of electricity and gas, the framework will encompass strategic energy partnership services, including portfolio optimisation, as well as energy bureau services covering data management, invoice validation, and reporting. Metering services will also form part of the scope, including the provision, installation, and ongoing data collection from metering assets.
