description
This is for information only and not a call for tender submissions.
This is a notice to alert the market that Nottingham City Council is preparing a Concession Contract Opportunity for Early Years Childcare Provision at it's family hub centre in 18 Strelley Road, Nottingham, NG8 3AP. This notice is also used to provide time for potential Suppliers to register on the appropriate web platforms, as described below, in advance of the Tender Notice being published.

This is a light touch special regime concession contract as per Sections 8 and 9 of the Procurement Act 2023.
The successful Supplier deliver childcare services and will be required to have an OFSTED rating of good or above or, if 'satisfactory', are working at a good or above grade as indicated by the Local Authority Quality Improvement Process.
The Supplier will not receive any income from the Council. The Supplier will have the opportunity to generate income by operating their business from the Council's Family hub, benefitting from rent free provision and close connection to the other Family Hub services. In return, the Supplier will be expected to contribute to the running costs of the building, provide a high-quality childcare service which meets the need of the local population and work collaboratively with the other services within the family hubs. Income will be generated from individual families choosing the service, either utilising the government voucher scheme or paying privately. The Supplier will provide a OfSTED-registered service for 0-5 year olds. The Supplier will also sign a property lease agreement alongside the services contract.
This is not a new service and it is currently being supplied by an incumbent supplier. TUPE information has been collected. However, it is essential that potential Suppliers understand that the Council has no view as to whether TUPE applies on the award of this contract. Potential Suppliers are advised to seek their own legal advice regarding this issue.
The estimated income value is: £5,360,000 with the addition of market rent value benefit value of £17,000 per annum not being charged so this totals £5,480,600 and is not vatable.
The anticipated term is: Is five years with an option to extend at the Council's discretion for a further two years.
