The Children and Young People with Special Educational Needs/Disabilities (SEN/D) Support Services Framework is a framework of multiple providers (on a non-exclusive basis). There are no restrictions to the number of Providers who may be members of the Framework, only that they meet all the requirements of this Invitation to Tender and Service Specification.

This Framework is a flexible agreement where, at the sole discretion of the Council, it may open the Framework to allow additional providers to be added to its membership. However, at the discretion of the Council, the Framework may remain closed should commissioners deem there be sufficient providers to meet demand.

The Council makes no guarantee to any member of the Framework that they will be awarded any Call-Off Contract and no guarantee is made in respect of any volume of work under any such agreements, or in aggregate under the Framework.

Each Provider should understand that their submission constitutes an acceptance of the terms of the Framework Agreement. A place on the Framework merely affords the Provider the opportunity to respond to an invitation from the Council for the provision of services (Call-Off).

The Framework Agreement provides for no form of exclusivity or volume guarantee by the Council for Services from the Provider and that the Council is at all times entitled to enter into other contracts and agreements with other Providers for the provision of any Services.

The proposed framework agreement is to be let with an option to extend for a further 5 periods 12 months each from the actual end date subject to funding and commissioner approval.
