This is a Prior Information Notice (PIN) only for an Early Market Engagement (EME) for the Monitoring Evaluation Accountability and Learning component of FCDO’s Building Peace and Security in Iraq programme. The PIN is not a call for competition or tender at this time, it is an information notice to highlight to the market the intent to have a virtual EME event on 7 March 2023 at 11:00 – 13:00 UK time (14;00 – 16:00 Iraq time). At the event, FCDO will present the details of the project and facilitate a discussion.

Early Market Engagement (EME):
At this stage, the aim of the EME is to discuss the service requirement and potential routes to market. FCDO is keen to ask the views of the market regarding the most effective means of delivering the programme’s objectives and service outputs, including the best management approach.
We would welcome the participation of both national and international organisations, across both the for-profit and non-profit sectors. Currently our preferred delivery sourcing vehicle would be through a commercial contract. We would particularly welcome input from those with experience in delivering programmes in fragile and conflict-affected states with access challenges.
FCDO aims to consult on the following topics:
| • | Assessing levels of market interest and capability to bid for this Programme. |
| • | Creating an opportunity for an exchange of questions and answers between FCDO and potential suppliers. |
| • | Levelling the playing field and providing key information to the marketplace. |
Additional information
It is proposed that the supplier agreement will run for three years from the date of signature, subject to break clauses and resource availability. There may be an opportunity to extend for a further three annual periods at the discretion of FCDO. The total budget available for the services to be provided under this agreement will be up to £700,000 (inclusive of all applicable taxes).
The assignment will be divided into three phases and is anticipated to commence in the first quarter of 2023:
| • | A 3-month Inception Phase – to confirm programme design. |
| • | A 30-month Implementation Phase. |
| • | A 3-month Closure and Learning Phase – to responsibly close-down and exit the programme. |
Key characteristics and skills we are seeking in a Supplier will be discussed and details contained in the TORs, when issued.

Registered participants will be provided with the relevant joining instruction information with links to the presentation. We expect to provide this information by 1st March 2023.
