Manchester University NHS Foundation Trust (MFT) and The Northern Care Alliance NHS Foundation Trust (NCA) are working together on this pre-market engagement exercise to inform our procurement options for the provision of out-sourced outpatient pharmacy services across 6 of our hospital sites.

Together, MFT and NCA provide the large proportion of acute hospital services across the Greater Manchester system. MFT are the main provider of hospital care to approximately 750,000 people in Manchester and Trafford and the single biggest provider of specialised services in the North West of England. MFT provides services across a group of 10 hospitals on 6 sites across Greater Manchester. The scope of these services varies considerably from site to site.

The Northern Care Alliance NHS Foundation Trust comprises of 4 main hospital sites, Salford Royal, Fairfield General, Royal Oldham and Rochdale Infirmary, supporting high quality care for both local residents and those further afield within our tertiary services.

The Authorities are seeking to commission outpatient dispensing services and the provision of retail pharmacy for a 5-year contract period and with service delivery to commence in September 2023.

The Authorities are currently considering their options in terms of route to market. These currently include the running of an above threshold tender using the Find A Tender service which replaced the EU’s Tenders Electronic Daily from 1 January 2021 for high value contracts in the UK or the use of the North of England Commercial Procurement Collaborative (NOE CPC) Pharmaceutical Services framework (ref: 2022/S 000-004671). The Trust may use the output of this preliminary market consultation process when reaching this route to market decision.

Suppliers interested in participating in the Pre-Market Consultation should express their interest and contact MFT Head of Purchasing, Gareth White, to request a copy of the Preliminary Market Consultation Questionnaire. The Authorities invite interested parties to populate the questionnaire and return to gareth.white@mft.nhs.uk no later than 12:00 (Noon) Friday 12th August 2022.

Your response to this questionnaire is voluntary. Completion will in no way obligate your organisation to submit a bid during any future related procurement process and, conversely, failing to complete this questionnaire will in no way preclude your organisation from participating in a future procurement process.

The Trust may decide to invite suppliers to attend an in person meeting to discuss their completed questionnaires. Should you wish to participate in such meetings you must e-mail gareth.white@mft.nhs.uk and no later than 12:00 (Noon) on Friday 12th August 2022. Your email should include the names of the representatives wishing to attend (maximum of 4), the name of your organisation and a brief summary of your services. Information in relation to your company details will be provided should you choose to complete the questionnaire.

The date of supplier meetings, should the Trust choose to hold them, will be during week commencing 22nd August 2022 and these are provisionally scheduled to take place at Trafford General Hospital, M41 5SL. Once confirmed invites will be sent to supplier attendees including further/final venue details.

The Trust will maintain commercial confidentiality of information received in line with applicable laws, such as the Freedom of Information Act 2000.
