Stockport Blood Sciences Pathology Managed Service

Stockport NHS Foundation Trust Pathology Services is seeking a partner to implement a Managed Laboratory Service Contract for Blood Services that will include the provision of maintenance and replacement of pathology equipment, associated connectivity and the supply of consumables, associated items, chemicals and reagents. The Trust will contract with a single managed service provider to manage all aspects of the contract, including third party providers.

Stockport Pathology Services are offered from Stepping Hill Hospital, providing a wide range of analytical and advisory services to inpatients, outpatients and other patients in the community.

Due to the potential establishment of NHSi Pathology Networks across England, additional laboratories may be subject to inclusion within the Managed Service Contract throughout the term. The impact of the expansion of the Pathology Services in line with these Networks will be discussed with Bidders during the procurement.

It is anticipated that Blood Science disciplines of Pathology will be covered by this procurement, including, but not limited to, Biochemistry, Immunoassay, Haematology, Coagulation, pre-analytics and post-analytics.

Stockport intend to procure the supply installation and maintenance of the pathology services equipment. We will explore with participants the various service provision options that may be available to Stockport and this information will be used to prepare the specification and inform the choice of award procedure.

We currently anticipate using the Competitive Dialogue award procedure.

To assist in the strategic direction of the procurement and overall solution, Stockport Pathology will be holding a supplier day on 6th May 2021. Please send your expression of interest to diagnostics@htepg.com by 30th April 2021; further details will be released closer to the time.

All expressions of interest should include whether bidders will be bidding as a Primary Managed Service Provider or part of the contract as a Third Party. All suppliers will be invited to take part in the supplier day; there will be a presentation and group Q&A session for all suppliers. Primary Managed Service Providers will be invited to 30-min individual Q&A sessions with the stakeholders. These Q&A sessions will not be open to Third Party suppliers as they will not be the contracting party.

The supplier engagement will be held in accordance with Regulation 40 & 41 of the Public Contract Regulations 2015.
