Pre-Market Engagement for the provision of OSCE Election Observation Monitors

The Foreign Commonwealth and Development Office (FCDO), is carrying out a pre-market engagement exercise to understand market capability and capacity in delivering the UK Government’s contributions to the Organization of Security and Cooperation in Europe (OSCE) Election Observation Missions (EOM).

This pre-market engagement exercise will involve the submission of the Soft Market Testing Questionnaire - to be received by 12.00pm Noon on 19th March 2021.

The FCDO will consider the feedback received to help inform its options and further decision-making. For the avoidance of doubt, this phase of the project is not part of a formal procurement process and the FCDO is not committing, at this stage, to carrying out such a process.

Participation or non-participation in this pre-market engagement exercise shall not prevent any supplier participating in a potential future procurement, nor is it intended that any information supplied as part of this exercise shall place any supplier at an advantage in a potential procurement process.

Participation in the pre-market engagement exercise will be at each organisation's own cost. No expense in responding to this pre-market engagement exercise will be reimbursed by the FCDO.
