Portsmouth City Council 'the Council' is inviting quotations from suitably qualified post -19 learning providers to deliver a programme of community learning opportunities to residents of Portsmouth.
Funded by the Education and Skills Funding Agency, Portsmouth City Council's Community Learning Service (CLS) seeks to provide a high quality community learning programme for adults (aged 19+) which meets local need. The programme focusses on widening participation, developing employability skills, improving health and well-being, increasing skills and supporting personal progression. CLS does this through a combination of directly delivered and sub-contracted provision, a model it seeks to continue.
The estimated value of the contract is £20,000.00 per annum any quotes that come in above this amount will be scored as a fail.
The initial contract period will be for 1 year with possibility of extending the term by a further 2 years to a maximum total term of 3 years in increments to be agreed, subject to the agreement and performance of both parties.
Funding and delivery requirements for years 2 & 3 of the contract are subject to Community Learning Service's funding and contractor performance. Notice of year 2 and 3 funding and delivery requirements will be provided by 30th June each year.
The Council is targeting to have awarded the contract by 25th May 2018 with a subsequent commencement date of 1st August 2018.
