Bath and North East, Swindon and Wiltshire Somerset Clinical Commissioning Group (BSWCCG) is going to award a contract to Bath and North East Somerset Enhanced Medical Services (BEMS+) to continue to provide a community based DVT diagnostic service for the population of Bath and North East Somerset who are over the age of 18.

BEMS+ will continue to deliver a diagnostic service to support practices and the GP out-of-hours service in the management and treatment of DVT.

The provider will deliver services:

promote the referral mechanism
supply near patient D-dimer testing kits to practices and the GP out-of-hours service
provide full leg ultrasound scanning in a community location
provide training to GPs (General Practice and Out of Hours Service)
manage the relationships with General Practice and the Out of Hours Service

BEMS+ provided a good service with strong relationships with other providers including the 24 GP practices, Royal United Hospitals Bath NHS Foundation Trust, the Bath Treatment Centre, Homeless Healthcare Services and non-emergency patient transport services which means that they are best placed to continue providing these services.

The contract has an annualised value of £203,489. This service will be included in the wider contract with Bath and North East Somerset Enhanced Medical Services (BEMS+) and the service continuation will form part of the annualised review of the contract and the services contained therein.

The Services are healthcare services within the meaning and scope of the Public Contracts Regulations 2015. The Commissioner has voluntarily advertised this notice of intention to award this contract to reach as wide an audience as possible and to promote transparency and in line with regulation 32(2)(b)(ii). The Commissioner is firmly of the view that competition is absent for technical reasons, that the organisation listed above are the only provider capable of meeting the CCG's needs within specific localities for the reasons detailed above.

Additional information: The services are healthcare services falling within Schedule 3 to the Public Contracts Regulations 2015 ("the Regulations") which are not subject to the full regime of the Regulations, but is instead governed by the "Light Touch Regime" contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 77).
