This research will consist of two phases. The first ('Phase 1') seeks to: i) develop a systematic and holistic framework of the determinants of business competitiveness; ii) develop an approach for measuring competitiveness (through a metric or set of metrics); and iii) as part of the above, establish how, and the extent to which, carbon pricing policy influences business competitiveness. We expect this work to be supported by a review of relevant literature on competitiveness both in the UK and globally. The second phase ('Phase 2') seeks to apply the framework developed in Phase 1 through quantitative modelling of the impacts of scenarios for UK carbon pricing policy on the competitiveness of businesses within scope - specifically drawing out the impacts of scenarios for a UK Emissions Trading System (ETS) on competitiveness.
