The UK Maritime and Coastguard Agency wishes to investigate 8 hours on/8 hours off watchkeeping systems particularly in relation to the:
| • | effect on seafarer fatigue and performance |
| • | likely impact on maritime safety |
| • | comparison with other typical watchkeeping systems (4/8 and 6/6) |
| • | suitability as an “acceptable” watchkeeping system under controlled conditions |
The Objective of this project is to answer the following Project Question:
- What is the effect of working an 8 hours on/8 hours off watchkeeping system on seafarer fatigue, performance and safety?
This is to be under taken by:
| i. | conduct a scientifically robust investigation into the 8/8 watchkeeping system using an appropriate blend of quantitative and qualitative method |
| ii. | from the results of the investigation, assess the impact of 8/8 on seafarer fatigue, cognitive and physical performance, health/wellbeing and maritime safety |
| iii. | compare the impact of 8/8 to 6/6 and 4/8 |
| iv. | provide a report. |
The investigation must be scientifically robust and valid, capable of withstanding academic/scientific scrutiny and debate in international regulatory forums. The tender bid and final report must include details and assurance about the scientific validity of the methodology together with any limitations due to the nature of the investigation.
The findings of the investigation will be used to:
| i. | inform UK policy regarding watchkeeping and fatigue management |
| ii. | inform UK submissions to IMO, EU and the international community |
| iii. | add to the growing international body of scientific knowledge to help develop a more scientific approach to seafarer hours of work, rest, fatigue and its management and mitigation |
| iv. | identify potential flexibilities and benefits for UK companies and seafarers whilst retaining at least the current level of safety, security and pollution prevention as provided by STCW. |
