NHS Calderdale Clinical Commissioning Group (CCG) as the Contracting Authority is seeking to identify a suitable partner to provide Primary Care Medical Services for a practice population of approximately 2,700 patients residing in or around the Todmorden locality. This population is currently served as part of a current APMS contract which will expire at the end on March 2020.

Under an APMS contract the successful Bidder(s) will be required to provide high quality general medical services to the practice populations referred to above and ensure continuity of service provision for patients.

The CCG has identified the potential for this population to be served through the letting of an APMS GP practice contract on the following basis. The CCG requires that the following is understood and confirmed by potential providers as the basis of their interest:

The reimbursement will be based on the prevailing GMS rate per registered patient which is currently £89.88 per patient. Additional reimbursements around QOF, DES, premises etc. will apply as per current national guidance and achievement criteria.
The APMS contract period is for 5 years with a core contract first year value of £243,000 based on a list size estimate of 2,700 (excluding additional reimbursements as noted above). It should be noted that financial envelope is non-negotiable.
List size of approximately 2,700 patients
We would expect services to be provided from the current premises located within Todmorden Health Centre and rent reimbursements will apply in line with national guidelines.
We would expect services to be delivered by the current workforce under TUPE regulations
Core/essential services provided at Todmorden Health Centre location from 8.00am to 6.30pm (Monday to Friday)
We would expect membership of and active participation in the Primary Care Network
Capacity and capability to provide the service from 1st April 2020

Based on the above, the CCG is keen to receive expressions of interest from suitably qualified potential bidders

An expression of interest is no indication of a commitment to participate in the tender process nor does it infer any special status on those providers who do submit an interest.

The market response to this notice will be used to inform the commissioner's view as to any future process to select the most suitable approach to meet its commissioning intentions. This does not commit the CCG to undertake the procurement of the Provision of a Primary Medical Service. The CCG has the right to withdraw this notice.
