The Planning Inspectorate is looking for external expertise to help us review how we recruit Planning Inspectors, in particular:
Undertake external market research to understand why people within the planning (and other land-use) profession do not apply to become Planning Inspectors. This will help shape our approach to recruitment in future.
Review our recruitment pack and communications to advise changes to attract a broader range of candidates.
Advise on innovative ways to help us recruit (i.e. is our current approach of CV, test, and interview the most effective approach?).
Review our recruitment process to ensure the process aligns with our Equality, Diversity and Inclusion Strategy.
We anticipate that the work shall take 22 days to complete but ask that suppliers propose whether that is realistic. It is expected that the work is started in March 2022 with the remainder completed in April 2022.
In addition to the above, the Planning Inspectorate reserves the right to change the contract for additional, similar packages of work related to recruitment of Inspectors or other employees. If we decide to proceed with any contract changes, those will need to be agreed by both parties via a contract variation before any work begins.
Please provide your written proposal using the 'proposal template' provided in Annex B, clearly setting out how you meet the evaluation criteria included in the Section 4.
The proposal template includes a section for each of the criteria being evaluated. In the template, please also declare any known or perceived conflicts of interest with any employees or contractors of the Planning Inspectorate.
