The service provided by the Provider will be to undertake a full survey of all timber windows across the City as per the address list in Appendix 3c. To provide a full scope of works in accordance with the requirements of the NEC4 Engineering and Construction Contract form (Option A), complete with full detailed working drawings for the Council to be able to send out to contractors on the Council's framework for the tender of a programmed replacement of timber windows.

The scope of works to be provided is to be full and detailed including preliminaries and general conditions to allow the tender activity direct to contractors using the Council's framework.

Drawings are to be in PDF and DWG formats.

The design to be provided in the full scope of works is to incorporate double-glazed units to all windows to meet the current Building Regulation standards.

Following assessment as part of the survey, where necessary and applicable, the design will be expected to incorporate fire rated glazing if required.

It should be noted that some addresses on the attached list Appendix 3c are in Conservation areas. These areas are to be determined by the consultant and the window design is to meet the existing design and requirements. This will be property specific so each house / flat will need to be designed to match the existing windows.

The properties will be occupied for the duration of this contract. The Provider will be expected to provide the Council with a detailed programme of properties for survey and the Housing Team will write to all residents to arrange access based on this programme - a minimum of 4 weeks' notice will be required for residents.

If the Provider books an appointment but then fails to gain entry, the 'no access' will be reported back to the Council delivery team as soon as possible.

For no access situations, after they have been referred back to the Council, the delivery team will make a further re-booking appointment. Providers are to allow in the price for the additional resources and staff for these follow up appointments if required.

If it is possible to clone no access properties this will be permitted, i.e. if a block of flats has all the same size and same number of windows, they will be able to use the same measurements and details for all flats without needing to access.
