The Improved Access to Primary Care will deliver a safe and high-quality service providing additional access to core General Medical Services as provided by general practice at a minimum from 18.30-20.00 p.m. weekday evenings and at weekends and Bank Holidays according to local need.

NHS Crawley Clinical Commissioning Group and NHS Horsham and Mid Sussex Clinical Commissioning Group are letting a contract for improved access services for an interim 15 month period on the basis that they have determined, taking account of all available evidence, that only one provider currently has the ability to provide improved access services population-wide in readiness for October 2018. The interim contract will mobilise in July 2018 and commence 12 months' operational services in October 2018. In the meantime the CCGs have commenced preparations for, and will undertake, a full competitive tender exercise for a longer-term contract aimed to integrate improved access with local urgent same-day and out-of-hour face-to-face services. The new longer-term contract will commence service delivery in October 2019.

The financial envelope for the award is £1.475m, to deliver a minimum of 30 minutes per 1,000 head of population additional primary care appointment activity based on the CCG indicative costing model. The CCGs will work with the provider on the cost of the proposed level of activity based on a bottom up costings exercise.

The Services to which this project relates fall within Chapter 3, Section 7, Particular Procurement Regimes to the Public Contracts Regulations 2015 and Part H of the Annex V to the Public Contracts Directive (also known as "light touch regime" formerly Part B services). The publication of this notice shall not be taken to mean that the Contracting Authority intends to hold itself bound by any of the Regulations, save those applicable to Chapter 3, Section 7, Particular Procurement Regimes.
