The purpose of this Future Opportunity Notice is to inform the market of a prospective contract opportunity for the supply, implementation, support and management of a future proofed payroll service that will serve its Judiciary and associated users groups effectively. It is intended that any future payroll service implemented will service a multi layered and variable payroll provision; including expenses, fees and integration of pension payments for the benefit of its core recipients. The anticipated term of the engagement with MoJ is expected to be for 5 years with an option to extend for a further 2 years.
The Contracting Authority intends to put in place an agreement which will include but may not be limited to the provision of payroll services, expenses, fees and pension integration services.

It is the intention of the Ministry of Justice (MoJ) as the Contracting Authority to put in place a contract for the provision of Judicial Payroll services. The services required will aim to deliver but not be limited to:
- oImplementation of a future 'best of breed' Judicial Payroll model that meets a defined set of user requirements across the range of Payroll, Expenses and Pensions transactional services, aligned to global payroll standards.
- oImprove and enhance user experience which is simple, effective with improved accuracy and transparency of information.
- oThe ability to integrate future or third-party systems and processes.
- oSupport a 'Single source of the truth' to base future management decisions less reliant on locally developed databases
- oSupport and drive transformational change in the Judicial payroll service by moving away from paper, manual and repetitive processes by moving to a digital system which meets future and changing business needs.
- oLeveraging opportunities by payroll technology to increase the level of automation, self-service and service efficiency.
- oEnsuring data security can be a core feature of future transactions.
As set out above, the purpose of this Notice is to:
- (i)Inform the market of a prospective contract opportunity in connection with the procurement for the supply implementation, support and management of a future proof payroll service that will serve its Judicial payroll and associated users groups; and
- (ii)request information that may be relevant to the procurement strategy that may be adopted by the MoJ.
The next stage of the process is to seek further input from potential providers through market engagement events intended to commence w/c 12th October. In the first instance suppliers should respond to this Notice to register their interest. The form of response should be limited to the provision of a single point of contact (company name, contact name, job title, e-mail address and telephone number). Suppliers who register their interest will then be sent an information pack. It is intended that the pack will contain sufficient information to enable suppliers to make an informed decision as to whether they are able to facilitate our requirements and or proceed with attending the market engagement event.
Once the MoJ have gauged market interest, we will issue an invite to all interested parties, confirming the date, timings and location of the event(s). Due to COVID restrictions, this event is likely to be conducted on Microsoft Teams or Skype sessions.
